The purpose of the Business Improvement District is to promote the health, safety, prosperity, security, and general welfare of the inhabitants of the City of Missoula and the Business Improvement District, the people of the state of Montana, and to provide special benefit to the properties located within the boundaries of the Business Improvement District.

Membership consists of a member from five difference zones, an at-large representative and a staff appointed member.

Board members must be property owners in the BID and the positions are non-paying.
