Overview of the Affordable Housing Trust Fund
Missoula City Council adopted The Affordable Housing Trust Fund on July 20, 2020. The Affordable Housing Trust Fund is an ongoing funding source to meet affordable housing needs and community goals.

Resident Oversight Committee Role
The Resident Oversight Committee will oversee key functions of the Trust Fund. Key Functions include approving the administrative policies and the annual Allocation Plan. The Resident Oversight Committee will not make funding decisions for every project supported by the Trust Fund.

Terms start immediately upon appointment and end 3 years from appointment date.

This committee was established in 2021, there are no archived minutes and agendas.

Meetings are held virtually on Teams and in City Council Chambers, 140 W Pine Street, on the second Tuesday of every other month (February, April, June, August, October and December), at 6:00 p.m.

Ten regular members, two alternates

  • Ten members 
    • The Mayor or designee
    • City Council President or designee
    • Executive Director of the Missoula Housing Authority or designee
    • Four community members, two of which are currently, or have within the last two years, received some form of help in securing their housing
    • One member from a housing non-profit
    • One member from the field of housing or real estate
    • One member from the field of banking and/or finance
    • Two alternate members are considered at-large
  • Two alternates
    • Alternate members take part in discussions, share perspectives, and only vote in the absence of regular members
  • Participation is voluntarary with no compensation

The Mayor will appoint two voting members and one alternate. City Council will appoint four voting members and two alternates. Missoula Board of County Commissioners will appoint one voting member.
